[1] Jocelyn Davies: I welcome you all to this meeting of the Finance Committee. I remind you to switch off your mobile phones and other electronic equipment. This is a public meeting, so you will not need to operate the microphones. We are not expecting a fire drill so, in the event of an alarm sounding, please follow the directions of the ushers. I have received no apologies, so we can move directly, I think, to the first substantive item on our agenda.

[2] Jocelyn Davies: The papers to note are letters from the Minister for Finance and Leader of the House, the Welsh Local Government Association, Jill Evans MEP, the Treasury, and the Scottish Government, as well as the minutes of our previous meeting. We can discuss the contents under item 4, if that is okay. Are Members content to note those? I see that you are.

the committee resolves, under Standing Order No. 17.42, to exclude the public from the remainder of the meeting for the discussion of items 4 to 6.
