[1]          Huw Irranca-Davies: Good afternoon and welcome to this afternoon’s session on Monday 26 June 2017, and our meeting of the Constitutional and Legislative Affairs Committee. Under item No. 1 on the agenda, beyond the normal introductory remarks on simultaneous translation, fire procedures and so on, we have one set of apologies, and that’s from Nathan Gill. So, we duly note the apologies from Nathan. We have no other apologies—a full set of Members is here.

[2]          Huw Irranca-Davies: So, we’ll move on to item No. 2, where we have papers to note, and we have quite a few papers to note this afternoon. Our first paper is the letter from the Finance Committee on scrutiny of the draft budget, and I would invite Members to note the letter from the Finance Committee. Of course, although we don’t undertake scrutiny of the draft budget, Members may wish to note the proposed changes to Standing Orders within that letter. Are we happy to note?

[5]          Lord Elis-Thomas: Are we allowed to welcome them if we want to go beyond noting?

 

[6]          Huw Irranca-Davies: You can indeed. We can put it on record that—

 

[7]          Lord Elis-Thomas: Well, I would be—. When I was involved in scrutiny in various places, I thought this was always a weakness, especially here, and now it’ll enable us to look at the budget in proper detail. It’s really good news for the scrutiny side of the Assembly.

 

[8]          Huw Irranca-Davies: Very good. Well, we’ll certainly note that, and it’s on record. There might be an opportunity, as well, Dafydd, to raise this and discuss it at the scrutiny of the First Minister session, as well, which is within a couple of weeks. It’s in July. It’s within the next couple of weeks. So, thank you very much, Dafydd.

 

[9]          And, then, if we move on to paper No. 2, which is a written statement on the consideration of an interpretation Act for Wales. We have the written statement by the Counsel General. Again, I invite Members to note this, and to consider responding to the consultation, which we can discuss further in a private session if Members want to. Are you content to note for now?

 

[10]      David Melding: Yes.

 

[11]      Huw Irranca-Davies: There we are. Thank you very much.

 

[12]      And then we move forward to paper 3, and paper 4, the former being a letter from the First Minister. Members will recall that we wrote to the First Minister in April notifying him of our intention to bring forward a committee Bill relating to the previous considerations we’d had on the commissioners’ accountability, et cetera. So, a copy of that original letter is attached, but also the response from the First Minister. Are there any comments or observations, or are we happy to note for now and return to this?

 

[13]      Dai Lloyd: Happy.

 

[14]      Huw Irranca-Davies: Happy to note. Okay, and we can return to this later.

 

[15]      And then we move on to paper No. 5, a letter from the Llywydd to the Secretary of State for Wales on Brexit and the great repeal Bill. It’s quite an extensive letter, and, again, I’d invite Members to note the letter along with the evidence the Llywydd gave to the External Affairs and Additional Legislation Committee on ‘The Great Repeal Bill White Paper: Implications for Wales’. Are we happy to note or do we have any observations at the moment? Happy to note for now. Thank you very much. Just to point out, of course, in terms of that piece of correspondence, it’ll be relevant to next week’s scrutiny session, as well.

 

[16]      And then we move on to paper No. 6, which is a letter from the Cabinet Secretary for Communities and Children on the Abolition of the Right to Buy and Associated Rights (Wales) Bill. If Members are happy to note that letter from the Cabinet Secretary, because it does relate to consequential amendments in the Bill that we’re to consider later on in the agenda in private session—. So, if you’re happy to note it now, we can return to that letter and how it affects our consideration. Content.
