[1]          David Melding: Good morning, everyone, and welcome to this meeting of the Interim Committee on Constitutional and Legislative Affairs. I’ve received apologies from Michelle Brown, and I welcome Gareth Bennett to this morning’s meeting as Michelle’s substitute. Can I make the usual housekeeping announcements? We do not expect a routine fire drill, so if you hear the alarm, please follow the instructions of the ushers. Electronic devices please switch at least to ‘silent’. These proceedings will be conducted in Welsh and English. When Welsh is spoken there is a translation on channel 1. Should you be hard of hearing, you can amplify our proceedings on channel 0.

[2]          David Melding: We move then to papers to note. We have a letter from the First Minister to the Secretary of State for Wales regarding the Wales Bill. That’s dated 9 June. There’s also a cross-party letter to the Secretary of State for Wales, again on the Wales Bill, and that’s dated 17 June. Are we happy to note those? Obviously, they’ll inform our discussion and session with various witnesses.

[3]          David Melding: We will meet next in public this afternoon at 3.30, when Professor Thomas Glyn Watkin will give evidence. But before then, if I may, I’ll move Standing Order 17.42 that we conduct the rest of this meeting this morning in private, unless any Member objects. I don’t see any Member objecting, so please switch off the broadcasting equipment.
