Introductions, Apologies and Substitutions

[1]               Alun Ffred Jones: A gaf i eich croesawu chi i’r pwyllgor y bore yma? A oes yna ymddiheuriadau? Nid oes ymddiheuriadau. Os fydd yna larwm tân, yna byddwch yn dilyn yr ystlyswyr allan drwy’r drws, wrth gwrs. Rydym yn gweithredu’n ddwyieithog, felly mae clustffonau ar gael i chi eu defnyddio. Rydych yn gwybod y gweddill.  A oes unrhyw un eisiau datgan buddiant, o dan Reol Sefydlog 2.6? Nid oes dim dirprwyo, nag oes? Felly, gawn ni symud ymlaen i’r papurau i’w nodi.

Alun Ffred Jones: May I welcome you to committee this morning? Are there any apologies? There are no apologies. If the fire alarm should sound, you will follow the ushers through the door, of course. We operate bilingually, so headphones are available for your use. You know the rest. Does anybody wish to declare an interest under Standing Order 2.6? There are no substitutions, are there? Therefore, we’ll move on to papers to note.

[2]               Alun Ffred Jones: Mae eitem 1, sef gohebiaeth y Gynghrair Cymunedau Cymraeg, a’r ddeiseb ynglŷn â diogelu meysydd tref a phentref yng Nghymru, wrth gwrs yn rhan o’n trafodaethau ni y bore yma. Mae yna ddau lythyr wedyn gan y Pwyllgor Deisebau. Mae un yn ymwneud â deunydd pacio polystyren; jest rhybudd eu bod nhw yn gwneud ymchwiliad. Wedyn, mae’r llall yn gofyn i ni ydym ni eisiau cynnal ymchwiliad byr i’r ddeiseb ynglŷn â rhoi’r gorau i ffatrïoedd ffermio gwartheg godro yng Nghymru. Nid yw hynny yn ein blaenraglen waith ni. A oes unrhyw un yn teimlo’n gryf y dylen ni wneud lle iddo fo?

Alun Ffred Jones: Item 1, which is correspondence from the Cynghrair Cymunedau Cymraeg, and the petition in relation to protecting town and village greens in Wales, is part of our discussions this morning, of course. There are then two letters from the Petitions Committee. One is in relation to polystyrene packaging, just to let us know that they’re undertaking an inquiry. The other asks us whether we want to undertake a short inquiry into the petition in relation to stopping factory dairy farming in Wales. It’s not in our forward work programme. Does anybody feel particularly strongly that we should make room for it?

[3]               Joyce Watson: If I can speak on this, in terms of all that’s happening in the dairy industry at the moment and if we have got room—and that’s the question isn’t it, if we have got room—it might be something worth looking at. That is how I feel, but I don’t know whether we’ve got capacity.

[4]               Alun Ffred Jones: The Minister will be before us on 3 March, so you will have an opportunity to question her, but you would like something wider than that. What do other Members feel?

[5]               Antoinette Sandbach: I mean, I’d be worried if we were particularly singling out—. Are you talking about a wider inquiry into the dairy industry?

[6]               Joyce Watson: It’s about terms of reference, isn’t it? This is asking us to look particularly at the increasing scale of dairy farming in Wales, so we’re talking about very large production and everything that goes with that. So, the terms of reference are up to us in that respect, in terms of what we look at.

[7]               Antoinette Sandbach: I mean, I think I’d be worried if we were singling out one particular type of production.

[8]               Mick Antoniw: The petition here is an animal welfare issue, and could be confined to an animal welfare issue, if we actually have time to do it.

[9]               Alun Ffred Jones: Can I ask the clerks, then, to just look at the forward work programme and see what the opportunities are, or otherwise, and then we’ll discuss it again and decide on a course of action?

[10]           Joyce Watson: So, we’re going to write back to the Petitions Committee, which I’m on, and which Russell’s on.

[11]           Alun Ffred Jones: We’ll say that we are actually discussing it and pondering what to do.

[12]           Llyr Gruffydd: If we are reopening the forward work programme for discussion, then maybe there’d be other issues that some of us would like to raise, but I’m happy with your suggestion and, when we do have that discussion, maybe there are other things that we could actually discuss.

[13]           Joyce Watson: That’s fair.

[14]           Alun Ffred Jones: Okay.
